The characteristics of hydrogen production as function of initial electrical conductivity of the solution were measured in order to research the influence of the electrical conductivity of the solution on hydrogen production using pulsed discharge over water surface. As a result, it was found that the difference in concentration of hydrogen production by initial electrical conductivity was small when the initial electrical conductivity of the solution was more than 1mS/cm. Further, in analyzing of the current, the primary streamer was almost the same by the electrical conductivity and the secondary streamer was changed by the electrical conductivity. These results suggest that the hydrogen production is influenced by primary streamer because the influence of secondary streamer on hydrogen production was small.
