In order to monitor lightning activities and development of thunder clouds, we have established an observational network with electromagnetic and electrostatic field measurements over the Tokyo metropolitan area since 2016. In the early summer and summer seasons of 2019, we observed atmospheric electrostatic field with the electric field monitor (BOLTEK ELF-100) at Hachioji campus of Tokyo Metropolitan University and the surrounding area. In the afternoon of May 4, 2019, hail and heavy rainfall were observed in a wide area including the observational sites. Form the X-band Multi-Parameter radar observation, thunder clouds had developed with the height of 10 km or more near the observational site at around the time of hail was observed. The electrostatic field measurement detected frequent lightning around the peak of hail events and the electrostatic field fluctuations due to developing/approaching of the thunder clouds. At the meeting, we will discuss the relationship between atmospheric electrostatic field variations and thundercloud development processes more detail.
