[SCG53-02] Utilization of Earthquake Early Warnings for the earthquake (M6.5) with an epicenter in the Noto region of Ishikawa Prefecture that occurred at 14:42 on May 5, 2023.

The Japan Meteorological Agency (JMA) issues Earthquake Early Warnings for the people in Japan. This is a system that issues prompt alerts just as an earthquake starts, providing valuable seconds for people to protect themselves before strong tremors arrive.
The earthquake with a magnitude of 6.5 occurred in the Noto region of Ishikawa Prefecture at 14:42 on May 5, 2023, and a maximum seismic intensity of 6+ was recorded in Suzu City, Ishikawa Prefecture. The JMA issued an Earthquake Early Warning to seven prefectures spanning from the Chubu region to the Kanto region.
[Survey]
The JMA surveyed the utilization of Earthquake Early Warning for the recipients of that Warning. The questionnaire survey was conducted by posting a link to the questionnaire on the JMA website and asking respondents to respond online. When we called for responses through the JMA's Disaster Prevention Information X (formerly Twitter), we received 628 valid responses (including within the warning target area: 302).
[Result]
Approximately 60% of 302 respondents in warning target area replied, "I took some action'' when they received an Earthquake Early Warning, and the most common behavior was to ensure safety, such as “I took care falling things,” and “I prepared myself on the site.” Less than 30% of people responded they took no action when they received the Earthquake Early Warning. The major reasons of no action were “the place I was at the time seemed safety or I had already moved to safe site,” and “I thought the shaking was not so strong.” This earthquake occurred on a consecutive holiday. We divided respondents into residents and visitors based on whether they lived in the same or different prefectures where they received the warning. As a result, there was no noticeable difference in the action for the warning between residents and visitors.
Also, regarding whether they prioritize "promptness " or "accuracy" in Earthquake Early Warnings, approximately 90% of 628 respondents prioritize “promptness”.
[Discussion]
A small number of respondents without taking any action for the warning took some action for the shaking. For them it is possible that they needed to take some action, because the shaking was stronger than expected. Based on these facts, it is found out that many people are aware of the need to take action to protect themselves when they see or hear an Earthquake Early Warning, and further education is needed for those who do not take any action.
