道路橋を適切に維持管理するためには，土木技術者の“数”だけでなく，“質”を確保する必要がある．道路橋の維持管理に関わる各組織においては，教育や訓練を通じて人材育成が行われるものの，道路橋の維持管理は暗黙知によるところも大きく，人材育成が目標とする技術力の全体像や構成要素が整理されているケースは稀である．

　そこで本稿では，熊本地震で甚大な被災が生じた斜張橋を例に，その復旧における技術的判断等の1つ1つを，認知心理学をベースに教育学の分野で開発された「ブルーム・タキソノミー」の枠組を用いて分類する．その結果から，道路橋を維持管理する技術力の全体像と構成要素の一例を示す．
