In recent years, with the development of ICT, efforts are being made to utilize big data and open data and to put artificial intelligence (AI) to practical use. In the public sector, the government and local governments are actively working on open data, following the formulation of the Electronic Administration Open Data Strategy (July 2012). It is expected that economic and regional revitalization, etc., will be made possible through the use of such services.

Against this background, this study focuses on local governments and other organizations that use the results of analysis such as general simple tabulation and cross-tabulation in making policy decisions. Evidence-Based Policy Making).
