[WP4-F5] Degraded Provisioning of Spectrum and Holding time with QoS Assurance in Elastic Optical Networks

We propose a degraded service provisioning algorithm with QoS assurance in order to decrease the lightpath blocking probability. The level of degradation of a ligthpath is changed by a coefficient that is congestion aware.
