レジリエンスエンジニアリングでは，安全を実現するために必要となる4つのコア能力を定義されている。本研究では，東日本大震災時に，災害を軽減した事例に注目し，有効に機能した施策が平時になぜ行われたのかに注目し，それらを実現するためのコア能力を発揮した背後要因（管理すべき要素）について検討した結果，既存の研究に上げられている要素に加え，さらなる土台となる，組織文化（Corporate Culture）や社会環境（Social Environment）の必要性を得た。
