We have improved the intra-nuclear cascade model (INCL) to have ability globally reproducing the experimental data for incident energies of nucleons between tens of MeV and several GeV. In this study, we have extended the model to lower energies by introducing the effect of Q-values and diffraction which cannot be ignored in the tens of MeV range.
