Dose rate data inside and outside the site was measured by a monitering car in the site and monitering posts around the site during the Fukushima Daiichi NPS accident. Focusing attention on direct and Sky-shine radiation from radioactive materials released to the reactor building and Cloud-shine radiation from radioactive cloud released from the building, based on the measured dose rate data, the accident progression behavior in the early stage of the Unit-1 accident was discussed.
