Criticality control technique for fuel debris extraction has been developed. In order to convey and adhere to underwater fuel debris in remote construction, the neutron absorption material which consists of water glass and gadolinium oxide mixture was developed, and viscousity and time dependence as fanction of temperature was evaluated. And it is conformed that the testing material which adjusted cure time could be conveyed a maximum of 50 m with a hose by using squeeze type pump.
