[1A01] Critical Analysis of “SPEEDI” Controversy

Issues on Technical and Social Expectation for Disaster Damage Prediction System

Use of the “System for Prediction of Environmental Emergency Dose Information” (SPEEDI) has been discussed in the field of nuclear emergency preparedness since the Fukushima nuclear accident. SPEEDI output’s disclosure became one of the issues just after the occurrence of the accident, as well as the contrastive evaluations of NAIIC’s and ICANPS’ accident reports on SPEEDI also attracted public attention. Then, controversy on SPEEDI is still going on. Moreover, a pair of contradictive judgments was concluded by two major national Governmental bodies – Ministerial Council for Nuclear Power Utilization and Nuclear Regulatory Agency – in March 2016.
This study would analyze the gap between social and technical expectation for SPEEDI and its reality, which exists behind such a continuing controversy, and review problems of institutional design and its operation as a case of “structural disaster.” It could organize the contestations and identify the locus of fundamental problem to be deliberated.
