[1E05] Requirements for the accuracy of plutonium verification techniques in the TRU fuel cycle employing high temperature gas cooled reactors

Requirement to plutonium verification techniques for nuclear materials including curium which makes it difficult to measure plutonium content accurately has been discussed by designing material balance area in an advance fuel cycle using transuranic recovered from light water reactors in high temperature gas cooled reactor. A material balance areas of fuel fabrication facilities and reactor buildings in the fuel cycle were designed to evaluate the material unaccounted for and its measurement accuracy for plutonium. Requirements to plutonium measurement accuracies using NDAs were revealed to denote there had been no nuclear material diversion over one significant quantity for the facilities safeguarded in three levels described with false the alarm rate and confidence. Assuming about 0.5 tonPu/year of the process capacity in both facilities, it was also found to be difficult to establish the material balance area design even for one month of material balance period.
