The significant pathways of exposure of the urgent protective actions (OIL1) and the early protective actions (OIL2) were the ground shine from radioactive materials deposited on the ground, inhalation due to the resuspension of deposited radioactive materials and the inadvertent ingestion of soil. The resuspension factor (RF) is used for dose calculation of an inhalation of resuspended radioactive materials and generally made in the range of 10-4 - 10-10 (m-1), we used 10-4 (m-1) up to now. But the technical basis for this was unclear. In this study, we evaluated the RF measured data of the Chernobyl accident and the Fukushima Daiichi accident collected from academic papers, estimated the RF for the dose calculation based on OIL1 and OIL2, and executed the test calculation.
