The high temperature gas cooled reactor has a characteristic that it does not cause a core melting accident due to physical inherent safety. By using plutonium as a fuel in this safe high-temperature gas cooled reactor, there is a huge merit, i.e., which reduces the plutonium inventory and obtains energy safely. Using chemically stable YSZ (yttria stabilized zirconia) and making the fuel PuO 2 - YSZ makes it extremely difficult to recover plutonium from the TRISO fuel. Nuclear security compared to conventional oxide fuel can be greatly improved. Plutonium Combustion Research and development, nuclear thermal design, safety assessment, and feasibility assessment of nuclear reactor systems are carried out to suppress breakage of TRISO fuel for the purpose of improving safety of high temperature gas cooled reactor. It aims to evaluate compatibility between security and safety in all processes of the life cycle.
