廃止措置時においては、ある一定の段階まで進捗すれば、原子力安全規制は不要とする提言が2018年5月に英国で出ているが、この提言を裏付けるためには、廃止措置時の潜在被ばくの程度を把握し、一定の段階以降はそれが十分に低いことを確認する必要がある。
廃止措置時の公衆に対する潜在的な被ばく線量を、従来用いられている廃止措置時環境影響評価手法の援用により概算して、英国提言のベースとなっている2014年パリ勧告の内容と照合し、廃止措置時のインベントリと潜在被ばくの関係を説明する。
