X-ray absorption fine structure analysis of simulated waste borosilicate glasses including phosphorus was performed. The differences in the local structure and chemical state of contained elements with respect to the amount of waste components and the amount of added phosphorus were investigated. From the analyticdal results of several redox elements, it has become clear that the oxidizing property is strong when the amount of waste components is large, and it is reductive when the amount of added phosphorus is large. It is suggested that the addition of phosphorus suppresses the oxidation due to the high loading of waste components.
