Even after the 1F accident, the importance of the safety goals are not shared within the society. Furthermore, the most important question "How safe is safe enough?” is not deeply considered. It is the first priority to certainly meet the minimum safety standard. However, the number of safety measures is not proportional to the safety level of the plant. If these measures added without deliberation, it may become the irrational safety. The appropriate safe state is the state in which appropriate risk management is being done according to the ALARP (As Low As Reasonably Practicable)principle. The authors will argue that the necessity of the safety goals structure based on the appropriate risk management.
