Once we construe safety goals as public commitment on nuclear risk management, we prudently assume that they be established and operated in the public arena. The authors will argue that the risk managers should not only reflect scientific and technical expertise but also address contested societal values before reaching responsible value judgment regarding what is "safe" for us.
