As one of the study about the accident that occurred at the Fukushima Daiichi nuclear power plant, we investigated the effect of seawater components in high active liquid waste of aqueous reprocessing process on the chemical state of Ru by using XAFS. It was revealed that the corrosive properties of Ru depends on its chemical state. The corrosion effect of tetrameric Ru would be higher than monomer Ru. The corrosion rate of stainless steel suppressed and the change of Ru chemical state, such as the displacement of Ru-Cl from Ru-O and the disconnection of Ru-Ru occurred in the surrogate high active liquid waste containing tetrameric Ru by seawater or x-ray irradiation. Therefore, the relationship between the corrosion reactions and the Ru chemical state was indicated.
