[2L09] A new paradigm of tritium emission control

A new strategy for the tritium emission in the design, construction and operation of facilities is presented. Current regulation is based on the radiation dose, and the facilities must be designed to achieve it with large margin. On the other hand when the steady state operation releases some radio nuclide, particularly tritium is easy to detect in the environment even if the emission is well below the limit. Its consequense and influence in the environment, and mutual understanding and acceptance with the society needs consideration. At extremely low level of risk for health, typically with micro-Sievelt range, tritium released to the environment migrates through various impact pathway, and the risk for the social reputation of residential life and products in the local area could be significant. On the other hand, current understanding of environmental and biological behavior of radionuclides enables satisfactory modelling, and technological design of the facility can provide effective options to control the impact. Integrated approach of the current science can assist the mutual understanding with the society and stakeholders.
