Graded approach policy for research and test reactors is gradually documented and implemented in Japan. This paper analyzes requirements and conditions to systematize and accelerate Japanese efforts with reference to the experiences in IAEA and leading countries including the United States. The part one summarizes both direct and indirect efforts and shows their perspectives.
