In human being, there is functios against oncogenesis such as DNA repairing mechanism. Risk of gradual exposure likely received in severe nuclear power plant accident has been evaluated to provide a guide to think about how to act, by considering that the process of cancer progression after the damage of DNA due to active oxygen is the same between a natural and radiation induced cancers. The evaluated risk of radiation exposure by 100 msV/y in a lifetime is 2.7 x10-6/yearand one order magnitude lower than a recent traffic accident.
