This study aims to give suggestions of the possibility and issue of Specific Usage Limitation Area as local land use control method through the case study at Izu City, Shizuoka Prefecture. This system was adopted in 2017 as an alternative to land use regulation following the abolition of the Area Division system. Most of the area of Izu City is mountains, and the habitable area is limited. Therefore, the zoning based on the Specific Usage Limitation Area worked properly. As a result, residential function was induced to the new core area. However, it became clear that there are issues in terms of living environment such as insufficient sidewalk.
