[19] Study on issue of Land use System in examination of Land use Policy at Remaining Farmland Agglomerations in local city

This study aims to obtain knowledge about the land use system of the remaining farmland in the population-declining city, based on the process of the Remaining Farmland Agglomerations and the future land use policies. We clarify the following.
1)Farmland Agglomerations is shaped by urban sprawl at designated Zoning Area in anticipation of population growth. 2)Farmland Agglomerations hinders maintenance of population density in Urban Promotion Area and new urban development. 3)The measures of Local authority for this issue is promotion of residence by designating a Residential Promotion Area. On the other hand, there is no administrative utility for designation of Garden Residential Zone.
We consider that it is possible to population density maintenance and expand the Zoning Area by designating the remaining farmland as Garden Residential Zone and treating there as non-habitable land, but it is necessary for the agricultural administration to amend the law to change the treatment of farmland in Garden Residential Zone.
