[25] Analysis of target management evaluation systems in urban planning

Since the 2000s, “target management evaluation systems” have been introduced into the Japanese public sector, including the urban planning field. Although these evaluation systems are short-term, some studies in other fields have indicated some long-term problems of evaluation systems. To assess difficulties of this evaluation system in urban planning field, this study examines issues by re-evaluating past evaluations from a long-term perspective. Using past evaluation of Community Renovation Grants as a case study, we measured long-term evaluation indicators. The results demonstrated that long-term evaluation outcomes showed no similar tendency to those of short-term evaluation systems, and demonstrated that long-term planning management is necessary.
