Keywords:open space (OS), vacant space, local-based, Open Green (OG), local proponents
The increasing number of vacant spaces and the weakening of local communities have become important issues in the era of population decline in both Japan and Taiwan. The development of open spaces (OSs) that transform existing vacant spaces into useful venues might open up significant opportunities for the revitalization of local communities. This study examines the characteristics of projects proposed by local residents to utilize vacant spaces as open space in innovative ways by focusing on the case of “Open Greens” (OGs) in Taipei City, Taiwan.
This study first summarizes the situations and policies related to community empowerment, as well as the utilization of vacant space in Taipei City, since the 1990s. Next, the method and flow of OG proposals, as well as the actual status of subsidies for OG cases each year, are clarified. Finally, this study verifies the distribution of OGs and the actual situation of residential organizations, namely the proponents of OG and the features of OSs proposed by all 65 OGs. The diversity of space use as OSs of OGs can be summarized as the most important characteristic.
