As a result of the accident at the Fukushima Daiichi nuclear power plant, the area around the plant has been designated as a difficult-to-return zone, and many evacuees are still living out of the area. Some trouble has also arisen between evacuees and host citizens. In considering the future lives of the evacuees, it is necessary to resolve confrontational relationships between them. This study clarified the factors of the conflict and issues for resolving the conflict by a case study of Onahama. It was revealed that trouble often occurs at the timing of the new life starting. It was also found that discontent and a sense of repulsion have a negative impact on the mutual perceptions of evacuees and citizens.
