In Japanese tsunami lore, the tsunami monument has been a widely used tool for a long time. In this study, the effect of the tsunami monument on people’s disaster awareness of pre-disaster is discussed using the case of Nankai earthquake tsunami affected area.

Through the survey, it is found that the tsunami monument plays a poor role as a source of information and is unlikely to lead to a concrete and direct call to action. This suggests that the tsunami monument is a limited means of conveying a specific message. On the other hand, it is found to be effective as a means of geographically specific and permanent recording, and it also has a certain effect on raising disaster awareness through visual effects.
Therefore, the tsunami monument is considered to have the effect of "recording" and "raising awareness".
