[96] A study of the community-based pre-disaster recovery planning on the high-density wooden housing area

Pre-disaster recovery planning (PDRP) for devastated disaster was conducted as a seismic hazard countermeasure in several countries for about 20 years. In Japan, after the Hanshin-awaji earthquake(1995), the PDRP projects were developed especially in Tokyo.
In this study, the result of the tabletop exercises for pre-disaster recovery planning(TEPRP) in high-density wooden housing area was analyzed. The target area was in Toshima ward, Tokyo where TEPRP has been conducted 8 distrcits since 2009.
As a result, it is derived that the community-based PDRP was composed of 1) space improvement plan, 2) T-town( temporary and transferring) design and 3)people's life-recovery collaborating activities.
