[103] The background and movement towards launching an ordinance to eradicate hate speech in Kawasaki City

The purpose of this study is to clarify the background and movement towards launching an ordinance to eradicate hate speech in Kawasaki City that was enacted in December 2019. This law is the first sentence in Japan to penalize hate speech. Even after the hate speech law of 2016 in Japan, more than 300 hate speeches have been given annually. In such a social situation, Kawasaki's efforts are worth noting because they strongly promote measures against hate speech in Japan. In this research, we summarized the history of domestic and overseas hate speech law regulations, and confirmed the position of Kawasaki City, followed the movement of Kawasaki City in enacting the ordinance, and clarified the background of its formation.
