[105] The Formation Process and Case Studies of EcoDistricts
New Framework for Sustainable Regeneration in Existing Urban Areas

This study aims to discuss the framework, methods and technologies for accelerating sustainable and equitable urban development in existing urban areas, focusing on the “EcoDistricts” certification system originating in Portland, USA. Through the review of the district-scale sustainability assessment tools, EcoDistricts was categorized as a process-based tool that evolved by combining performance criteria and community participation. In the process of establishing EcoDistricts framework, it was found that the definition of sustainability was taken from environmental technical sustainability strategies as important elements of district equity, resilience and leadership. The EcoDistrict framework and indicators allowed projects of content that match local characteristics, and the indicators themselves function as communication and educational tools. In addition, from the analysis of 15 cases, the framework was used for following three purposes: the development planning process, community revitalization, and sustainable neighborhood revitalization.
