Due to the threaten of global warming and climate change, various natural disasters have occurred in various parts of the world. Human lives and property have been impacted. In August 2009, the Typhoon Morokot struck Taiwan, some of the indigenous villages in the southern mountainous parts of Taiwan were greatly affected. After the disaster, the government cooperated with NGOs to implement a post-disaster reconstruction project. In this research, we clarify the characteristics and issues regarding disaster recovery decision-making by the Taiwanese government after Typhoon Morakot using text analysis and interviews. The conclusions are: 1) The government abandoned the construction of temporary housing. On the other hand, promoted a quick and mass permanent housing provision. 2)Reconstruction site is an essential issue because the indigenous population has a intimate connection with their origin land 3) Restoration and revitalization of livelihood and culture is the core of disaster reconstruction after Typhoon Morakot since the indigenous groups are vulnerable in the aspect of livelihood and culture compare to the Chinese Han population. 4) NGO-Driven reconstruction reducing the opportunities for other reconstruction-related stakeholders to participate in the reconstruction decision-making process.
