[139] Spatial Structure of Public Transportation Fare and the Evaluation of Cost Competitiveness against Automobiles

This study aims to reveal the countywide spatial structure of transportation fare and the region where transportation is superior to automobiles in cost. This study estimates public transportation share countywide considering the competition between public transportation and automobiles based on the calculation of travel time and fare of inter-city trip within 40km. The common fare per unit distance is around 20 to 30 JPY/km, the level of fare, however, varies in regions. The estimation result using the person trip data of Tokyo and Osaka shows that public transportation share increases as the fare and time decrease. The scenario analysis of fare change based on this model shows the different effects according to the areas. Both the fare reduction in the surrounding areas of major cities and the fare standardization in some local cities are effective in increasing public transportation share.
