This paper focuses on the commercialization and transformation process of the inner district, which is located in back side of main avenues under the rapid urban development situation, and aims to clarify the factors of forming the unique lively mixed use environment through the case study on Harajuku District in Tokyo. By reviewing the building use and ownership changes for the past 50 years, it clarifies that the district’s transforming process consists of four phases in relation to economic booms. Consequently, it clarifies the factors to transform from residential-based to lively mixed use in inner blocks from the views of building use, city planning system, and community organization.
