[146] Designing Method of Urban Areas in Hokkaido during the Meiji period in View of the Relationship with Colonial Land Plotting

The urban areas of Hokkaido were constructed systematically for the purpose of providing urban services to farming villages. Generally, in many cases, the development of uncultivated lands was planned first, followed by urban areas. As a result, land planning in urban areas was heavily influenced by plans for uncultivated land. This study analyzed methods used to determine the range of urban areas and methods used to plan urban and residential zones, clarifying the following points: The ranges of small urban areas were determined based on agricultural land units (uncultivated land) when the land was purchased for urban use. During the planning of urban and residential zones, roads in uncultivated land zones were replaced, and their lines changed. Urban area roads and urban zones were allotted within the basic dimensional framework for uncultivated lands. Through these roads in the uncultivated land areas, urban areas became spatially connected with the surrounding farming villages.
