Then a logical plan was put into practice based around the railway stations. However, most of the cases of the urban area design were influenced from the history of the development, the remnants of old buildings, and the microtopography. This study clarified the state of urban axes passed down to present, with a focus on river transportation during the period of colonial development. For example, in the Nayoro city area, the central urban area was formed in the wharf away from the station. Currently, an “L-shaped skeleton” is formed between the zones in front of the station. As described above, in the pioneering phase of Hokkaido, it had a strong presence as a distribution base. This was one factor that promoted the formation of urban axes unique to urban areas. Nowadays, this uniqueness has been inherited in many of the cities.
