[151] Rethinking "the advanced features" of the city planning system in Manchukuo

This study focuses on land management, neighborhood unit, and land use regulations in the urban planning system of Manchukuo, and examined them from the perspectives of the origin, characteristics, and comparison with the postwar Japanese system. The origin of land management was Russian colonization, not German public land ownership. The neighborhood unit was designed to manage populations based on national land planning rather than creating human-scale urban space. The floor area ratio restriction was incomplete as a regulatory measure. The Use districts were old systems that were difficult to adapt to existing urban areas. The open-space district was not a more advanced method of securing open space than that of Japan.
