[11] Actual condition of civil servants participation on historic conservation in their non-working hours
Cases of some municipalities in Niigata prefecture

Recently, historic conservation led by local residents has been increasing. It's becoming more and more important for civil servants to be involved with local residents and support their activities even non-working hours. This study is aim to clarify the process and factors of the relationship building between civil servants and local residents, as well as the issues concerning their activities. The results are as follows: (1)In areas where the relationship between civil servants and local residents has been continuing, relationships of mutual trust have been built and strengthened. (2)It's important for civil servants and communities to share a sense of purpose in their activities, to find benefits in their activities. (3)It may be difficult for civil servants to carry out their activities smoothly because their activities cannot be accurately understood in their workplace.
