Heikouzairai-sen means a regular railway being operated in parallel with bullet-trains. They have several issues about decreasing income from travelers’ fare, increasing maintain cost, depending on subsidies mainly etc. This paper illustrates their condition by using date of transitions of passengers and analyzing their financial structure. And, it have several conclusions that they are inclined to depend on governments’ policies on earrings and it’s difficult to decrease their spending due to distinct engineering system, small portion of engineering and keeping a wide variety of staffs. then, it indicates that they have to develop more solid relationship among themselves to attract more tourist and they’ll need to discuss a common scheme to support themselves with governments’ strong support.
