In considering the diversity of public spaces, how can art, which is an individual expression activity, and the publicness of public spaces be compatible? The aim of this study is to identify the role of intermediate organizations in art projects, and the possibility of art projects in public spaces. As a case study, we conducted a literature survey and an interview survey of the Tokyo Art Point Project “TERATOTERA”. As a result, we found coordination by the expertise of art management of the intermediate organization, sharing of cultural significance for each space manager, and clarification of responsibility by the intermediate organization ensure the creativity of the artist's expression when using public spaces. Furthermore, it was found that the environment of public spaces, which is visible to citizens who do not have basic knowledge of art, opens up new possibilities for communication through art.
