With the start of full-scale operation of the Paris Agreement in 2020, the environmental target has shifted to achieving decarbonization. In particular, measures are required in the consumer sector, where the increase in energy consumption is remarkable, and ZEB is drawing attention. On the other hand, since the amount of renewable energy endowed in the city center is small, it is difficult to achieve decarbonization only by on-site environmental measures, and the introduction of off-site environmental measures is required. However, the introduction method is not clear. This paper deals with the ideal way of developing measures to achieve decarbonization in the city center while considering business feasibility. As a result, it is cleared that development of environmental measures is useful to achieve decarbonization. Also, the method of decarbonization is identified through the Cost-Benefit Analysis.
