Various types of local public transport are conducted in mountainous area. However, it is difficult to scheme local public transport only with revenue passengers. It is necessary to clarify how conducting local public transport affects the consciousness of settlement and happiness for bus non-users in mountainous area. Therefore, this study revealed the effect of local public transport on consciousness of settlement and happiness for bus non-user in mountainous area. As a result, it is suggested that improving the assessment of local public transport allay the anxiety about settlement without driving cars in the future, and then, the one raises the consciousness of settlement in own town and happiness.
