[69] A Study on Maintenance of the Population Density and Inundation Damage Risk Reduction in the Residence Guidance Area
Focusing on Revision of Act on Special Measure concerning Urban Reconstruction and Inundation Assumption Area in Urban Promotion Area

Local Normalization Plan system was established in 2014. And Residence Guidance Area is appointed under this system in the local government of each place. However, in the case of a typhoon of 2019, the accident that those areas were flooded occurred. After that the plan and the need of the cooperation of disaster prevention measures are advocated. In this study, it inspected it about influence on population density when it excluded a Flood Inundation Assumption Area from the Urban Promotion Area. In addition, the inspection took future population, depth of the inundation and the position of the Urban Function Induction Area into consideration. As a result of this inspection, it clarified Residence Guidance Ares where balance of inundation damage risk and maintenance of population density was kept.
