[70] A study on the making of flood risk reduction measures of cities damaged by flood
Focusing on City Planning Masterplan

This paper aims to grasp the review of comprehensive plan for flood risk management and clarify background and process of introducing land use control for flood risk reduction. The results are as follows: (1) Comprehensive plan for flood risk management did not change drastically but changed gradually from the plan before flood, and there is a tendency that importance of evacuation and land use control rises following to water management. (2) The background of emphasis on land use control instead of water management and evacuation is that a high percentage of houses in flooded area was destroyed. (3) The purpose of land use control is risk reduction and control of safe urban structure, while there are some difficulties such as consensus making and uncertainty of flood damage. There is also little cooperation with other flood risk management plans because of difficulty in coordination.
