The purpose of this paper is to examine the influence of the sugar refinery industry on area development on the Beinan river basin in the southeastern Taiwan between 1910 and 1925.
In 1910 the railway bureau of the Government-General of Taiwan constructed the push car railway between Hinan (today's Taitung) and Riryu (today's Guanshan). Two Japanese capitalists constructed in each town, improved traditional sugar manufacturing plants with small sugarcane farms in Hinan and Riryu.
In 1913 the Taito sugar refinery company was established and the company invited the settlers from Japan to cultivate soil for sugarcanes. In 1916 the Taito sugar refinery began to operate its sugarcane mill in Hinan. The company also constructed its own narrow-gauge railway for collecting sugar cane from the whole area of the Beinan river basin.
