[81] A consideration of avoiding depopulation based on a biaxial analysis of settlement intention and migration avoidance

Currently, we are facing depopulation in Japan. Although the population of the Sapporo metropolitan region in the Hokkaido prefecture has increased by 0.41%, the total population of Hokkaido has declined by 2.5% from 2015 to 2020. Issues regarding the concentration of populations in large cities may be directly linked to a weakening and/or loss of quotidian life activities and transportation facilities in depopulating, rural regions. Based on these circumstances, this paper aims to present a migration-avoidance policy for depopulating, rural regions. This paper particularly considers Shiraoi, a town in the Hokkaido prefecture with a significant population outflow to the Sapporo metropolitan region and other urban areas. We performed a biaxial analysis of settlement intention and migration avoidance.
