In China, there are some towns that disequilibrate the historical living environment and tourism development.This study aims to clarify the process of historic conservation in Old Weishan and transition of exchange methods of information between the residents and government that is important element for keeping the balance of conservation. The results are as follows; (1)The conservation activities and projects of the Old Weishan can be divided into three periods. (2)In the conservation projects of Weishan, various methods are operated in the exchange of information between the residents and government. (3)The relationship of information exchange between residents and government have been improved from passive style to active and bidirectional style.
