A case of Tsukuba city during a state of emergency in April 2020

In 2020, defeating pandemic of COVID-19 became global concern. Japan declared the first state of emergency in April 2020. To assess the effect of the state, it is necessary to analyze its impact on population flow. This paper aims to analyze the effect of restriction of outings during the state of emergency in Tsukuba city in April 2020. First, it categorizes the population flow and analyzes the spatial differences by using “Mobile Space Data” by NTT docomo. Daytime population in residential areas is increasing, while that of commercial facilities, research institutes and the University of Tsukuba is decreasing. There is a positive correlation between changes in the overall population and non-citizen. The change of population flow is also described by the land use data.
