The purpose of this study is to reconsider the ideal way of referendum in Japanese local governments through referendum on the construction plan of final industrial waste disposal facility in Wajima City, Ishikawa Prefecture. in particular, the so-called "50% clause", which requires a vote of 50% or more, induces intentional abstention of voting or giving up on voting, and in light of the idea of citizen autonomy, which is the original purpose of referendum. , It seriously hinders fairness. It has b en pointed out, but it has not been clarified how many citizens will actually be affected in Japan. In this study, I will consider the actual situation through a survey of residents' awareness in Wajima City. Considering that this system is adopted by many local governments in Japan, I propose to revise the ordinance.
