Many urban development projects have been applied a construction policy named Comprehensive Design System, for its flexibility on the floor-area ratio bonus and relaxation of height restrictions. The purpose of this study is to grasp the application situation’s transition of the Comprehensive Design System in Osaka city from the viewpoint of policy and socioeconomic status and discuss the influential factors. We used the database which contains the information from 1973 to 2019 provided by the government, to analyze the building attributes including height, floor-area ratio bonus, land use, etc. of the construction projects which applied the Comprehensive Design System, thus making clear the application situation of the policy and its transition, and then clarified the essential factors of the transition.
